Reconstructing the Empowerment Model for Bajo Community Based on Local Wisdom in the Pomalaa Nickel Industrial Area

Ekspansi masif industri pertambangan nikel di kawasan Pomalaa telah memicu marginalisasi dan eksklusi ruang laut bagi masyarakat Bajo. Alih-alih mengentaskan kemiskinan, program tanggung jawab sosial perusahaan yang sangat hierarkis justru menciptakan praktik pemberdayaan semu yang melanggengkan dominasi korporasi dan ketergantungan material masyarakat pesisir. Penelitian ini bertujuan untuk mendekonstruksi dinamika relasi kuasa dan ketimpangan ekologis tersebut, sekaligus merekonstruksi rancang bangun model pemberdayaan multipihak yang partisipatif dan berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif yang berlandaskan pada paradigma kritis dengan desain studi kasus. Data primer yang bersumber dari observasi partisipatoris terbatas dan wawancara mendalam bersama nelayan Bajo, aktivis, dan tokoh masyarakat dianalisis secara interaktif menggunakan instrumen kerangka dekonstruksi wacana. Hasil penelitian menunjukkan bahwa manipulasi regulasi korporasi telah merampas wilayah tangkap tradisional nelayan dan menghancurkan daya dukung ekologis. Untuk melawan hegemoni tersebut, kearifan lokal masyarakat Bajo berupa sistem pelestarian laut tradisional (bapongka) dan prinsip persaudaraan egaliter (sama bajau) diinstitusionalisasikan sebagai basis agensi menuju masyarakat aktif. Nilai-nilai kultural ini selanjutnya dioperasionalkan secara konkret ke dalam model pemberdayaan multipihak yang menyinergikan peran pemerintah sebagai fasilitator, sektor swasta sebagai kontributor, perguruan tinggi sebagai penyedia inovasi teknologi, dan lembaga swadaya masyarakat sebagai pendamping advokasi. Kesimpulannya, integrasi sistemik antaraktor yang berpusat pada subjek nelayan terbukti mampu melahirkan entitas usaha bersama komunitas yang independen. Secara praktis, studi ini merekomendasikan perlunya intervensi yuridis dari otoritas pemerintah daerah untuk merumuskan peraturan yang melindungi zona tangkap tradisional demi memulihkan kedaulatan dan kesejahteraan masyarakat Bajo.
