Peran Aktor dalam Kebijakan Retribusi pada Kawasan Taman Wisata Alam Kea-Kea

Penelitian ini bertujuan untuk menganalisis peran aktor-aktor yang terlibat dalam implementasi Perbup Kolaka Nomor 7 Tahun 2019. Penelitian ini menggunakan analisis kualitatif induktif. Analisis induktif merupakan pendekatan yang dimulai dari fakta lapangan, menganalisisnya berdasarkan teori dan argumentasi yang relevan, dan pada akhirnya menghasilkan suatu kesimpulan. Hasil penelitian menunjukkan bahwa dalam pengelolaan retribusi di Taman Wisata Alam Kea-Kea, Dinas Pariwisata Kabupaten Kolaka berperan penting sebagai Policy Creator, Koordinator, dan Fasilitator. Namun terdapat kendala dalam implementasi kebijakan, terutama dalam menetapkan dan memungut tarif retribusi serta penyediaan fasilitas yang memadai. Di sisi lain, Kelompok Sadar Wisata sebagai Implementor memerlukan bantuan untuk mematuhi ketentuan penyetoran retribusi yang dipungut, terutama karena penggunaan sebagian dana retribusi untuk pemeliharaan fasilitas. Selanjutnya, para pedagang yang berperan sebagai Akselerator harus sepenuhnya mematuhi peraturan pembayaran retribusi. Oleh karena itu, direkomendasikan agar Dinas Pariwisata Kabupaten Kolaka meningkatkan efektivitasnya dengan memperkuat sosialisasi kebijakan dan pengawasan pelaksanaan, khususnya dalam menetapkan dan memungut tarif retribusi serta memberikan fasilitas yang memadai. Bagi BKSDA, peningkatan kerja sama dengan Dinas Pariwisata dalam pengawasan dan penegakan aturan retribusi menjadi hal yang krusial. Kelompok Sadar Wisata diharapkan memahami dan mematuhi ketentuan penyetoran retribusi yang dipungut, termasuk penggunaan dana retribusi sebagaimana mestinya. Badan Usaha Milik Negara disarankan untuk mengalokasikan dana CSR secara strategis untuk mendukung pemeliharaan dan peningkatan fasilitas di Taman Wisata Alam Kea-Kea. Yang terakhir, para pedagang diharapkan untuk meningkatkan kepatuhan terhadap peraturan pembayaran retribusi. Rekomendasi tersebut bertujuan untuk berkolaborasi lebih baik dengan aktor terkait dalam pengelolaan retribusi, yang pada akhirnya meningkatkan kualitas pengelolaan dan pengalaman pengunjung di Taman Wisata Alam Kea-Kea.
