Abstract

The Student Entrepreneurship Development Program (SEDP) combines financial assistance and entrepreneurship development support to advance student ventures. This study examines SEDP implementation based on problem tractability, the ability of policy provisions to structure implementation, and nonstatutory variables. The analysis focuses on institutional capacity in higher education and the conditions supporting student venture sustainability. A descriptive qualitative approach was employed. Data were collected from January to June 2026 through interviews with officials from the Directorate of Learning and Student Affairs, SEDP administrators at Universitas Pendidikan Ganesha (Undiksha) and Universitas Muslim Indonesia (UMI), and student financial assistance recipients. Regulations, program guidelines, and implementation reports provided secondary data. The analysis followed Mazmanian and Sabatier’s policy implementation framework. The findings indicate increasing entrepreneurial interest alongside difficulties in marketing, resource management, and balancing business activities with academic responsibilities. Selection, funding, mentoring, and reporting requirements organize program implementation through administrative and developmental functions. Undiksha has prior experience in entrepreneurship development and provides supplementary funding, whereas UMI coordinates student affairs administration with business incubator services. A synthesis of informant accounts links budget efficiency measures to adjustments in the coverage of entrepreneurship development services and monitoring activities. Limited mentoring duration further indicates a need for post-funding support. Administrative arrangements, institutional support capacity, and students’ business management capabilities constitute interconnected conditions for maintaining student venture operations.
