Tantangan dan Strategi untuk Meminimalisir Pelanggaran Kampanye Pilkada

Penelitian ini bertujuan untuk menganalisis regulasi tentang tantangan dan strategi meminimalisir pelanggaran kampanye Pilkada serentak 2020 di masa pandemi Covid-19. Metode penelitian yang digunakan adalah yuridis normatif. Pengumpulan data dilakukan dengan teknik studi literatur pada bahan hukum primer, sekunder, dan tersier. Bahan hukum yang terkumpul kemudian dianalisis menggunakan metode analisis data kualitatif. Hasil penelitian menunjukkan bahwa UU No. 6 Tahun 2020, PKPU No. 5 Tahun 2020, PKPU No. 13 Tahun 2020, dan Perbawaslu No. 4 Tahun 2020 belum mampu mengatasi berbagai pelanggaran kampanye Pilkada 2020 selama pandemi Covid-19. Dalam hal ini, mobilisasi massa melebihi jumlah yang ditentukan berdasarkan PKPU No. 13 Tahun 2020. Selain itu, masifnya peran buzzer politik menunjukkan bahwa politik uang jarang absen dalam kampanye Pilkada. Oleh karena itu, disarankan untuk membuat peraturan khusus untuk situasi pandemi, termasuk larangan donasi atau politik uang lainnya. Selanjutnya, pelibatan buzzer politik di media online yang kerap menggunakan akun anonim memerlukan regulasi khusus, antara lain legalisasi akun, konfigurasi konten, dan narasi konten. Selain itu, penerapan protokol kesehatan dalam kampanye Pilkada harus berpedoman pada UU No. 6 Tahun 2018 yang memuat sanksi tegas bagi pelanggar protokol kesehatan. Dari rekomendasi tersebut diharapkan dapat meminimalisir pelanggaran kampanye Pilkada serentak di masa mendatang.
